The Southeast Corridor is one of the five rapid transit corridors in CATS' 2030 Transit System Plan. The Southeast Corridor study area extends approximately 13.5 miles from Charlotte's Center City to the border of Mecklenburg and Union Counties, including the town of Matthews.
The Southeast Corridor has been the subject of much previous study and changing corridor conditions require a "fresh look" at rapid transit opportunities. Between 2006 and 2011, concentrated land use and transportation planning efforts were directed at the segments of Independence Boulevard within the City Of Charlotte. In 2011, the Independence Boulevard Area Plan was adopted. A key finding of the Independence Boulevard Area Plan recommended that development in the corridor should be focused at key nodes. Subsequently, The Urban Land Institute Rose Center Fellowship Report proposed that rapid transit in the corridor should not be in the median of Independence Boulevard.
As a result, the Metropolitan Transit Commission (MTC) removed the special provisions in the 2030 Transit System Plan that required preservation of Bus Rapid Transit in the median of Independence Boulevard and directed CATS to review the corridor based on the following goals:
- Define a fixed rail guideway alignment (not in the median of Independence Boulevard.) that serves future transportation needs and promotes the land use plans/polices of both the Independence Boulevard Area Plan and the Town of Matthews.
- Provide an interim bus transit strategy that utilizes the future managed lanes proposed on Independence Boulevard.
- Coordinate with land development strategies to protect and preserve the fixed guideway alignment.
In February 2015, CATS, City of Charlotte staff, the Town of Matthews, and the North Carolina Department of Transportation (NCDOT) began actively analyzing existing conditions and establishing specific objectives for the project. Input from the public is needed to help develop ideas for the future of this corridor. We will engage residents, businesses, and neighborhood organizations throughout the study to join us in this process.
Initial public workshops will be held in August 2015 to provide more information about the current study and seek feedback on transit goals, constraints and opportunities in the corridor. Please join us at of the these meetings.
In addition to the public workshops noted above, additional stakeholder and neighborhood outreach will be on-going. The study is anticipated to be complete by the end of June 2016, and there will be several additional opportunities for public comment as the study advances.
